In 1901, in the year that Lazar C Laycoff was born, the first Nobel Prizes were awarded. Chemist and engineer Alfred Nobel, who died in 1896, had provided in his will for prizes in physics, chemistry, and physiology or medicine, who have produced the most distinguished literary work of an idealist tendency, and who have contributed the most toward world peace. The winners in 1901 were: Wilhelm Conrad Röntgen for physics, Jacobus Henricus van't Hoff for chemistry, Emil Adolf von Behring for physiology or medicine, Sully Prudhomme for literature, and Jean Henry Dunant and Frédéric Passy for peace.

In 1921, by the time he was 20 years old, in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.
