    The Frankston Standard. 13th February 1947. WEDDINGS. NOLAN. - WEBB. St. McCartin's Church, Mornington, was the setting on Saturday last of Diana Florence, second daughter of Cr. and Mrs. K. H. Webb, of Somerville, to Lieut. Leo James, youngest son of Mrs. C. and the late Mr. J. Nolan of Echuca.

Beloved husband of Diana, loved and loving father of Kaye and Michael, fond father-in-law of Richard and Sandra, and devoted Granddad of James and Miranda. Aged 88 years. With thanks for a lifetime of loving and caring for us all. Forever with us.

In 1918, in the year that Leo James Nolan was born, following European countries, Daylight Saving Time went into effect in the United States in March. It was an effort to conserve fuel needed to produce electric power. This was a war effort and proved unpopular so in most areas of the United States, Daylight Saving Time ended after World War I. It returned during World War II.

In 1944, Leo was 26 years old when on June 22nd, the Servicemen's Readjustment Act of 1944, called the G.I. Bill, was signed into law, pushed through by the veteran's organizations. Benefits provided for veterans to return to school (high school, vocational school, or college), obtain low interest home mortgages and low interest business loans, and (if needed) one year of unemployment insurance. Since most returning vets immediately found work, less than 20% of the unemployment benefits were distributed.
