    Leo D Marquis was born to William E. Marquis (1863 - 1936) and Marie I Marquis (1868 - unknown). He had sibling Lola R. Marquis, born 1888 and half siblings Joann Marquis. Leo was a veteran of World War I. He served in the United States Army. Leo Marquis married Florence Lenore Lasell (1893 - 1981) in 1919 in Champaign Illinois. They had two children, a son and a daughter. Their son was Leo D. Marquis, Jr., (1932 - 2002).

In 1925, he was 35 years old when gangster Al "Scarface" Capone took over the Chicago bootlegging racket at age 26. Previously right hand man to boss Johnny Torrio, Capone took over when Torrio was shot and severely injured and decided to resign. The bootlegging and brothel organization was massive and when asked what he did, Capone often replied "I am just a businessman, giving the people what they want".
