Louis Francis Soetaert Jr. was born on August 17, 1918 in Kansas City, Jackson, Missouri, USA. He is the son of Louis F. Soetaert Sr. (1897-1957) and Elizabeth C. Shaughnessy (1896-1975). He had siblings Robert Joseph (1921-1968), James Bernard (1925-2000), and William Anthony Soetaert (1928-1997). He grew up and lived his life in Kansas City, Jackson, Missouri, USA. On November 13, 1940 he married Jennie Parretta (1918-2011) in Jackson, Missouri. They had children together including a son, James Patrick "Pat" Soetaert (1942-2020). Louis Soetaert Jr enlisted into the US Military on March 3, 1943 in Fort Leavenworth Kansas. He served in the US Army from March 3, 1943 until December 29, 1945.
