Colchester - Marcel "Ducky" Blanchard husband of the late Teresa Blanchard passed away peacefully Wednesday afternoon at Harrington Court surrounded by his loved ones.

He was born July 11, 1923 in Magog, Canada the son of Albert and Albina Blanchard. Marcel and his family moved to the United States when he was a young boy and settled in Jewett City. He graduated from Griswold High School in 1941 and proudly became a naturalized citizen in 1944.

After the war he enrolled in the Massachusetts Trade School in Boston. Upon completion of his studies Marcel returned to Connecticut and was hired by Pfizer Pharmaceuticals as an electrician where he remained for 35 years until his retirement.

A devoted family man, he was always the first to help his family and make everyone smile. Marcel is survived by two daughters Carolyn Doutre and her husband Timothy, and Janet Palermo, four grandchildren Sarah Palermo, Jennifer Doutre and her husband Corey Morrison, Nathan Palermo and his wife Soulinda, and Jeff Doutre and his wife Susan, and five great grandchildren, all of whom adored their "Papa".

In 1923, in the year that Marcel J. Blanchard was born, on September 1, an earthquake - the Great Kanto earthquake - destroyed one-third of Tokyo. Measuring 7.9 and with a reported duration of between 4 and 10 minutes, casualties totaled about 142,800 deaths, including about 40,000 who went missing and were presumed dead.

In 1935, at the age of just 12 years old, Marcel was alive when the BOI's name (the Bureau of Investigation) was changed to the FBI (Federal Bureau of Investigation) and it officially became a separate agency with the Department of Justice. J. Edgar Hoover, the Chief of the BOI, continued in his office and became the first Director of the FBI. The FBI's responsibility is to "detect and prosecute crimes against the United States".

In 1963, when he was 40 years old, the British Secretary of War, 46 year old John Profumo ,was forced to resign when he lied about an affair with 19 year old Christine Keeler. In 1995, by the time he was 72 years old, on May 19th, the deadliest terrorist attack on American soil - before 9/11 - took place in Oklahoma City. A truck bomb went off outside the Alfred P. Murrah Federal Building in downtown - killing 68 people, injuring more than 680 others, and destroying one-third of the building. The most disturbing images were of children - a daycare center was hit by the bomb. The deadliest incident of domestic terrorism ever, Timothy McVeigh, Terry Nichols, and Michael Fortier were convicted of the bombing.
