In 1856, in the year that Marshall E. Waters was born, on February 18th, The American Party, also called the "Know-Nothings" because they were an anti-Catholic and anti-immigrant movement, assembled in Philadelphia to nominate their first Presidential candidate, former President Millard Fillmore. The party sought to keep the "purity" of elections by blocking "impure" foreigners.

In 1901, Edward VII succeeded Queen Victoria. Queen Victoria of England had become Queen in 1837 and reigned until her death in 1901. Her 63 year reign was the longest in history prior to Elizabeth II who recently broke her record. The time during which she led the country was known as the Victorian era and she presided over great changes in the United Kingdom, including the expansion of the British Empire and the Industrial Revolution.

In 1913, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

In 1935, the BOI's name (the Bureau of Investigation) was changed to the FBI (Federal Bureau of Investigation) and it officially became a separate agency with the Department of Justice. J. Edgar Hoover, the Chief of the BOI, continued in his office and became the first Director of the FBI. The FBI's responsibility is to "detect and prosecute crimes against the United States".

In 1962, on October 1st, African-American James H. Meredith, escorted by federal marshals, registered at the University of Mississippi - becoming the first African-American student admitted to the segregated college. He had been inspired by President Kennedy's inaugural address to apply for admission.
