Martin L Mannion of Delray Beach, Palm Beach County, FL was born on December 25, 1913 in Jersey City, Hudson County, New Jersey United States to Lawrence Martin Mannion and Catherine Ryan Mannion. He had siblings Martha Mannion Olendahl, Dorothy Mannion Murphy, Marie Mannion OLeary, and Kathleen Mannion. He married Mary Helen Brennan, and had children Eileen Mannion DeMaio, Dennis Martin Mannion, and Mary Claire Mannion. Martin Mannion died at age 79 years old on April 18, 1993 at Bethesda hospital in Boynton Beach, Palm Beach County, FL, and was buried at George Washington Memorial Park 234 Paramus Rd, in Paramus, NJ.

In 1913, in the year that Martin L Mannion was born, Woodrow Wilson became the 28th President of the United States in March. Previously the Governor of New Jersey and President of Princeton University, he was the first Southerner to serve as President since Zachary Taylor, over 60 years previous. A Democrat, he led the U.S. during World War I and championed the League of Nations.

In 1921, he was merely 8 years old when in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.
