    GAFFNEY, SC-- Mary Proctor Whelchel, 83, of 1003 Brickhouse Road, went home to be with the Lord on Sunday, March 21, 2010, at Upstate Carolina Medical Center. Born in Cherokee County, she was the wife of the late Dempsey Whelchel and the daughter of the late Fred Proctor and Blanche Sims Proctor. She was retired from the textiles industry and a member of Rehoboth Baptist Church. She is survived by a step-son, Wayne Whelchel and wife, LaDonna of Salt Lake City, UT; a stepdaughter, Cathy Dillanger of Gaffney; a brother, Thomas Proctor and wife, Patsy of Hickory Grove; a sister, Frances Baldwin of Boiling Springs, SC; six step-grandchildren; and two step-great-grandchildren. She was preceded in death by three brothers, George Proctor, Charlie Proctor and Dean Proctor. The family will receive friends from 6:00 until 8:00 PM on Wednesday, March 24, 2010, at Blakely Funeral Home. Funeral services will be held at 11:00 AM on Thursday, March 25, 2010, in the Blakely Funeral Home Chapel with Rev. Bob White officiating. Interment will be in the Sardis United Methodist Church Cemetery. Memorials may be made to Rehoboth Baptist Church, 110 Rehoboth Road, Gaffney, SC 29340 or the charity of ones choice. In 1926, in the year that Mary Proctor Whelchel was born, on November 15th, NBC was founded. It was the U.S.'s first major broadcast network. Ownership of the network was split between RCA (a majority partner at 50%), its founding corporate parent General Electric (which owned 30%), and Westinghouse (which owned the remaining 20%).

In 1938, Mary was only 12 years old when on June 25th (a Saturday) the Fair Labor Standards Act was signed into law by President Roosevelt (along with 120 other bills). The Act banned oppressive child labor, set the minimum hourly wage at 25 cents, and established the maximum workweek at 44 hours. It faced a lot of opposition and in fighting for it, Roosevelt said "Do not let any calamity-howling executive with an income of $1,000 a day, ...tell you...that a wage of $11 a week is going to have a disastrous effect on all American industry."
