In 1901, in the year that Mary Whitson was born, Edward VII succeeded Queen Victoria. Queen Victoria of England had become Queen in 1837 and reigned until her death in 1901. Her 63 year reign was the longest in history prior to Elizabeth II who recently broke her record. The time during which she led the country was known as the Victorian era and she presided over great changes in the United Kingdom, including the expansion of the British Empire and the Industrial Revolution.

In 1921, Mary was 20 years old when in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.
