In 1913, in the year that Maudie Mckinney was born, the Philippine–American War ended for good in June. While the official end of the war was in 1902, fighting continued for several years. An estimated 200,000 to 250,000 total Filipino civilians died and although the U.S. viewed its role as a colonial presence as one of preparing the Philippines for independence, American colonization drastically changed the character off the culture. The Catholic Church was no longer the state religion and English became the primary language of the government.

In 1924, she was just 11 years old when J. Edgar Hoover, at the age of 29, was appointed the sixth director of the Bureau of Investigation by Calvin Coolidge (which later became the Federal Bureau of Investigation). The Bureau had approximately 650 employees, including 441 Special Agents. A former employee of the Justice Department, Hoover accepted his new position on the proviso that the bureau was to be completely divorced from politics and that the director report only to the attorney general.
