In 1917, in the year that Maurice Howard Carl was born, in April, the U.S. entered World War I, declaring war against Germany. President Wilson had previously declared neutrality in the war - a position supported by the majority of Americans - but after Germany declared that they would sink all ships trading with Great Britain and sunk U.S. ships, public opinion began to change. Then the Lusitania was sunk, killing 1,201 - including 128 Americans - and more U.S. ships were sunk. The U.S. could stand aside no longer.

In 1950, at the age of 33 years old, Maurice was alive when in February, Joe McCarthy gave a speech alleging that he had a list of "members of the Communist Party and members of a spy ring" who worked in the State Department. He went on to chair a committee that investigated not only the State Department but also the administration of President Harry S. Truman, the Voice of America, and the U.S. Army for communist spies - until he was condemned by the U.S. Senate in 1954.
