Merle Hosea Sipher is the son of George Franklin Sipher and Anna Brown. He was white. His mother Anna was born on June 26, 1875 in Tioga County, Pennsylvania, United States of America and grew up in Richland Grove, Mercer, Illinois, USA. She married George in 1900 and the couple resided in De Smet, Kingsbury, South Dakota, USA. She passed away there on July 21, 1918. His father George was born on August 24, 1856 in Morristown, St Lawrence, New York, United States and grew up in Marcy, Oneida, New York, USA. He worked as a carpenter in De Smet, Kingsbury, South Dakota, USA and passed away there on October 13, 1933.

Merle grew up with siblings including Alexander Levi Sipher (1900-1980), Stewart Alvia Sipher (1902-1983), Earnest Franklin Sipher (1903-1907), Ivan George Sipher (1905-1998), Infant girl Sipher (1911-1911), and Ada J Sipher (1912-1985). He completed four years of high school.
