In 1934, in the year that Miguel Billiard was born, on June 6th, the U.S. Securities and Exchange Commission was formed as a response to the stock market crash of 1929 and the continuing Great Depression. Previously, the states regulated the offering and sales of stocks - called "blue sky" laws. They were largely ineffective. Roosevelt created a group (one member was Joseph Kennedy, father of the future President Kennedy) who knew Wall Street well and they defined the mission and operating mode for the SEC. The new organization had broad and stringent rules and oversight and restored public confidence in the stock market in the United States.

In 1961, Miguel was 27 years old when on May 5th, Navy Cmdr. Alan B. Shepard, Jr., made the first manned Project Mercury flight, MR-3, in a spacecraft he named Freedom 7. He was the second man to go into space, the first was Yuri Gagarin - a Soviet cosmonaut.

In 1971, by the time he was 37 years old, in March, Congress passed the Twenty-sixth Amendment to the United States Constitution, which lowered the voting age to 18 (from 21). It was a response to the criticism that men could fight at 18, but not vote for the policies and politicians who sent them to war. The states quickly ratified the Amendment and it was signed into law on July 1st by President Richard Nixon.

In 1982, Miguel was 48 years old when on June 30th, time ran out on the Equal Rights Amendment (ERA). The Amendment had only received 35 of the necessary 38 state ratifications. First sent to the states in 1972, the Amendment stated that "Equality of rights under the law shall not be denied or abridged by the United States or by any State on account of sex".

In 1998, in the year of Miguel Billiard's passing, on December 19th, the House of Representatives initiated impeachment charges against U.S. President Bill Clinton. He was subsequently acquitted of these charges by the Senate on February 12th.
