In 1872, in the year that Mildred C Lebaron was born, on May 22nd, President Ulysses S. Grant signed the Amnesty Act of 1872. The Act restored full civil rights to secessionists, including about 150,000 former slaves who had fought in the Confederate Army. About 500 former Confederate sympathizers were not allowed their full civil rights.

In 1914, Mildred was 42 years old when President Woodrow Wilson signed a proclamation designating Mother's Day, the second Sunday in May, as a national holiday to honor mothers. Anna Jarvis had championed a Mother's Day for years but Congress had joked a few years earlier that then they would have to proclaim a "Mother-in-law's Day" as well. The President who championed a woman's right to vote also created a day in their honor.
