Mildred Matilda (McMinds) Daley was born on October 9, 1922 in Baker City, Oregon United States to Rose Ella Mattix McMinds and Hollis Mcminds, and had siblings Martha Marie McMinds, Raymond Parker McMinds, Maxine Mae McMinds, Louis Sampson McMinds, Ralph Gideon McMinds, Myrtle Rose (McMinds) Brown, and Margaret Caroline McMinds. She married Angelo Lawrence Daley in 1941, and they were married until Angelo's death on December 5, 1982. Mildred Daley died at age 77 years old on November 20, 1999.

In 1922, in the year that Mildred Matilda (McMinds) Daley was born, from October 22nd - 29th, 3,000 men of Benito Mussolini's National Fascist Party marched on Rome. (Mussolini waited in Milan, he did not participate in the March.) In 1930, Mildred was only 8 years old when as head of the Motion Picture Producers and Distributors of America, William Hays established a code of decency that outlined what was acceptable in films. The public - and government - had felt that films in the '20's had become increasingly risque and that the behavior of its stars was becoming scandalous. Laws were being passed. In response, the heads of the movie studios adopted a voluntary "code", hoping to head off legislation. The first part of the code prohibited "lowering the moral standards of those who see it", called for depictions of the "correct standards of life", and forbade a picture from showing any sort of ridicule towards a law or "creating sympathy for its violation". The second part dealt with particular behavior in film such as homosexuality, the use of specific curse words, and miscegenation.
