In 1895, in the year that Moisey Zagnitkovsky was born, on March 15th, in County Tipperary, Ireland, Michael Cleary killed his wife of 8 years, Bridget, and burned her body. His defense was that his "wife" was a changeling that was left in his real wife's place when she was abducted by fairies. He was nonetheless convicted and imprisoned for manslaughter. He spent 15 years in prison.

In 1916, at the age of 21 years old, Moisey was alive when in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.
