In 1906, in the year that Nancy J Pannebecker was born, English biochemist Frederick Hopkins concluded that vitamins are essential to the human body and that a lack of vitamins caused scurvy and rickets. Scurvy and rickets were both huge problems in sailors that were at sea for extended time and the addition of vitamin C, vitamin D, and calcium in their diets helped eradicate the problem.

In 1910, when she was only 4 years old, the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.
