In 1912, in the year that Napolean Waterloo was born, New Mexico became the 47th state of the Union in January. Previously a province of Mexico, then a territory of the United States and mostly populated by Native Americans and Mexicans, once it became a U.S. territory it was increasingly colonized by European-American settlers. Its population was over 327,000 when it became a state.

In 1923, at the age of only 11 years old, Napolean was alive when Harlem's Cotton Club opened in New York City. Owned by a bootlegger and gangster, it was a 700 seat speakeasy that catered to a "white only" clientele. But most of the entertainers were African-American and featured some of the best entertainers of the time such as Lena Horne, the Nicholas Brothers, Ethel Waters, and Cab Calloway.
