In 1895, in the year that Napoleon P Cardin was born, on March 15th, in County Tipperary, Ireland, Michael Cleary killed his wife of 8 years, Bridget, and burned her body. His defense was that his "wife" was a changeling that was left in his real wife's place when she was abducted by fairies. He was nonetheless convicted and imprisoned for manslaughter. He spent 15 years in prison.

In 1910, at the age of just 15 years old, Napoleon was alive when the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.
