In 1921, in the year that Nellie B Cartee was born, in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

In 1941, she was 20 years old when on June 25th, President Roosevelt signed Executive Order 8802, prohibiting racial discrimination in the defense industry. EO 8802 was the first federal action to prohibit employment discrimination - without prejudice as to "race, creed, color, or national origin" - in the U.S. Civil Rights groups had planned a march on Washington D.C. to protest for equal rights but with the signing of the Order, they canceled the March.

In 1963, at the age of 42 years old, Nellie was alive when the British Secretary of War, 46 year old John Profumo ,was forced to resign when he lied about an affair with 19 year old Christine Keeler. Keeler was also involved with the Soviet naval attaché and charges of espionage were feared. No proof of spying was ever found.

In 1989, by the time she was 68 years old, on January 20th, George Herbert Walker Bush became the 41st President of the United States. Previously Ronald Regan's Vice President, he ran against Michael Dukakis and won the popular vote by 53.4% to 45.6%.

In 1997, in the year of Nellie B Cartee's passing, on July 1st, Hong Kong was returned to China. In 1898, Great Britain was awarded Hong Kong for 99 years. In a subsequent agreement, China agreed to allow Hong Kong to remain capitalist. So the handing over of the area ended British rule but did not change the economic system of Hong Kong.
