In 1910, in the year that Nelson R Saphir was born, Halley's comet, which returns past the earth every 75 - 76 years was observed photographically for the first time. Two fortuitous events occurred - photography had been invented since the last time the comet had passed and the comet was relatively close. There was panic because one astronomer claimed that the gas from its tail "would impregnate the atmosphere and possibly snuff out all life on the planet." People bought gas masks, "anti-comet pills" and "anti-comet umbrellas".

In 1924, by the time he was only 14 years old, J. Edgar Hoover, at the age of 29, was appointed the sixth director of the Bureau of Investigation by Calvin Coolidge (which later became the Federal Bureau of Investigation). The Bureau had approximately 650 employees, including 441 Special Agents. A former employee of the Justice Department, Hoover accepted his new position on the proviso that the bureau was to be completely divorced from politics and that the director report only to the attorney general.
