In 1902, in the year that Neva Gargus was born, the Aswan Low Dam (the old Aswan Dam) began construction in Egypt in 1899 and was completed in 1902 - making it the largest masonry dam in the world at the time. The dam was built on the Nile River in order to conserve water and regulate flooding, allowing for population increase along the Nile.

In 1940, Neva was 38 years old when on September 16th, the Selective Training and Service Act of 1940, was enacted - the first peacetime draft in U.S. history. Men between 21 and 36 were required to register with their draft boards. When World War II began, men between 18 and 45 were subject to service and men up to 65 were required to register.
