Norbert Edward Rotarius was born on December 25, 1929 to Appoline Rotarius and Jacob Rotarius, and had siblings Dolores Helen (Rotarius) Berger, Raymond Rotarius, Mary Louise (Rotarius) Berger, Margaret (Rotarius) Hemby, Clement Rotarius, and Rita Celina Rotarius. Norbert Rotarius died at age 78 years old on June 2, 2008.

Early in his presidency, the October stock market crash - "Black Tuesday" - occurred, which lead to the Great Depression. None of his economic policies were able to make a dent in the Depression. This lead to one term and the election of Democrat Franklin D. Roosevelt winning the 1933 election in a landslide.
