Norma Anne (Mendoza) Sederstrom was born to Iris Norma Sotomayor (1942 - 2018) and Alberto Rodolfo Gonzalez Mendoza. Her mother was born in Brooklyn, New York. She had four siblings: two brothers and two sisters, Rudy, Teresa, Robert, and Arlene Mendoza. Norma Mendoza married Victor Lomax Vaughan III on September 7, 1980. Victor was granted a divorce in 1984, saying that they had "lived separate and apart for a period of more than six months." She then married Anthony Sederstrom. They had one son and three daughters, Kaile, Erik, Alyssa, and Elana.
