In 1889, in the year that Octa Menard was born, on April 22nd, at "high noon," about 50,000 people took off to claim open lands in the Land Rush of 1889. Called the "Unassigned Lands," part or all of 6 counties in Oklahoma were up for grabs. By the end of the day, Oklahoma City and Guthrie were created - each with about 10,000 inhabitants.

In 1941, at the age of 52 years old, Octa was alive when in his State of the Union address on January 6th, President Roosevelt detailed the "four freedoms" that everyone in the world should have: Freedom of speech, Freedom of worship, Freedom from want, and Freedom from fear. In the same speech, he outlined the benefits of democracy which he said were economic opportunity, employment, social security, and the promise of "adequate health care".
