He had siblings Hilton George Phillips and Ernest Phillips. He married Elsie May Fowler in 1916, and had children Ronald Osborne Phillips and Laurence Stanley Phillips. Osborne Phillips died at age 61 years old on July 25, 1953 in St Kilda, Port Phillip City County.
