In 1915, in the year that Oscar Garrett was born, The Birth of a Nation opened in February. A silent film, it was the most ambitious film to date and is considered a classic. Three hours long, it starred Lillian Gish and was directed by D. W. Griffith. The movie was based on the book The Clansman and told the story of two families (one pro-Union and one pro-Confederate) and their relationship during the Civil War and Reconstruction. The KKK was shown as "a heroic force".

In 1920, when he was only 5 years old, the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.
