In 1923, in the year that Otylia L Rutkowski was born, on August 2nd, Calvin Coolidge was sworn in as the 30th President of the United States due to the sudden death of Warren G. Harding. After the scandals of the Harding presidency, Coolidge restored public confidence and was very popular. He won the Presidential election in 1924 but declined to run again in 1928.

In 1931, at the age of merely 8 years old, Otylia was alive when in March, “The Star Spangled Banner” officially became the national anthem by congressional resolution. Other songs had previously been used - among them, "My Country, 'Tis of Thee", "God Bless America", and "America the Beautiful". There was fierce debate about making "The Star Spangled Banner" the national anthem - Southerners and veterans organizations supported it, pacifists and educators opposed it.

In 1968, when this person was 45 years old, on April 4th, Dr. Martin Luther King, Jr., the civil rights leader, was shot and killed by an assassin in Memphis. James Earl Ray was apprehended and plead guilty to shooting Dr. King. Ray died in jail in 1998.

In 1976, at the age of 53 years old, Otylia was alive when on August 4th, a mysterious illness struck an American Legion convention in Philadelphia. Within a week, 25 people had died and 130 people had been hospitalized. It was the first known instance of what came to be called "Legionnaires Disease."

In 1990, in the year of Otylia L Rutkowski's passing, after 27 years in prison, Nelson Mandela, the leader of the movement to end South African apartheid was released on February 11th 1990.
