In 1909, in the year that Ova D Leggins was born, the NAACP was founded by W. E. B. Du Bois. The organization focused on legal strategies designed to confront the critical civil rights issues of the day - which included lynching and segregation in schools. The goal was to secure for all people the rights guaranteed in the 13th, 14th, and 15th Amendments to the United States Constitution.

In 1921, by the time this person was just 12 years old, on November 11th, the first burial was held at the Tomb of the Unknown Soldier in Arlington National Cemetery. The body of an unknown soldier - selected by Army Sgt. Edward F. Younger who was highly decorated for valor and received the Distinguished Service Cross in "The Great War" - was brought back from France (World War 1) and placed in the newly completed tomb. President Warren G. Harding officiated at the interment ceremonies.

In 1942, when this person was 33 years old, on February 19th, President Roosevelt signed Executive Order 9066. This authorized the Secretary of War to "prescribe certain areas as military zones." On March 21st, he signed Public Law 503 which was approved after an hour discussion in the Senate and 30 minutes in the House. The Law provided for enforcement of his Executive Order. This cleared the way for approximately 120,000 men, women, and children of Japanese ancestry to be evicted from the West Coast and to be held in concentration camps and other confinement sites across the country. In Hawaii, a few thousand were detained. German and Italian Americans in the U.S. were also confined.

In 1989, by the time this person was 80 years old, on January 20th, George Herbert Walker Bush became the 41st President of the United States. Previously Ronald Regan's Vice President, he ran against Michael Dukakis and won the popular vote by 53.4% to 45.6%.

In 1990, in the year of Ova D Leggins's passing, after 27 years in prison, Nelson Mandela, the leader of the movement to end South African apartheid was released on February 11th 1990.
