In 1927, in the year that Paul D Matheny was born, 10 years after the United States bought the U.S. Virgin Islands from the Danish government, the inhabitants were granted U.S. citizenship. While they can vote in congressional elections and presidential primaries, they cannot vote for President.

In 1935, he was just 8 years old when the BOI's name (the Bureau of Investigation) was changed to the FBI (Federal Bureau of Investigation) and it officially became a separate agency with the Department of Justice. J. Edgar Hoover, the Chief of the BOI, continued in his office and became the first Director of the FBI. The FBI's responsibility is to "detect and prosecute crimes against the United States".

In 1952, at the age of 25 years old, Paul was alive when on July 2, Dr. Jonas E. Salk tested the first dead-virus polio vaccine on 43 children. The worst epidemic of polio had broken out that year - in the U.S. there were 58,000 cases reported. Of these, 3,145 people had died and 21,269 were left with mild to disabling paralysis.

In 1964, at the age of 37 years old, Paul was alive when on June 11th, activist Nelson Mandela was sentenced to life imprisonment in South Africa for conspiring to overthrow the state (because of his numerous anti-apartheid activities). He served 27 years in prison.

In 1991, in the year of Paul D Matheny's passing, on January 16th, Allied forces began the first phase of Operation Desert Storm. Saddam Hussein's forces had previously invaded the sovereign state of Kuwait and the focus of the operation was to remove his Iraqi troops from Kuwait. On February 24th, the ground war began. Within 100 hours, American ground troops declared Kuwait liberated.
