In 1910, in the year that Paul H Childers was born, the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.

In 1920, Paul was just 10 years old when the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.
