In 1921, in the year that Paul Haugen Ness was born, in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

In 1930, by the time he was only 9 years old, as head of the Motion Picture Producers and Distributors of America, William Hays established a code of decency that outlined what was acceptable in films. The public - and government - had felt that films in the '20's had become increasingly risque and that the behavior of its stars was becoming scandalous. Laws were being passed. In response, the heads of the movie studios adopted a voluntary "code", hoping to head off legislation. The first part of the code prohibited "lowering the moral standards of those who see it", called for depictions of the "correct standards of life", and forbade a picture from showing any sort of ridicule towards a law or "creating sympathy for its violation". The second part dealt with particular behavior in film such as homosexuality, the use of specific curse words, and miscegenation.

In 1979, at the age of 58 years old, Paul was alive when on November 4th, Iranian militant students seized the US embassy in Teheran and held 52 American citizens and diplomats hostage for 444 days. They were released at the end of the inauguration speech of the newly elected Ronald Reagan.

In 1988, when he was 67 years old, on December 21st, Pan Am Flight 103 exploded over Lockerbie Scotland. The explosion killed all 259 people on board and another 11 on the ground. The flight had left Heathrow Airport in London less than an hour before, on its way to New York. After an exhaustive (and long) investigation it came to be believed that two individuals from Libya had planted the bomb.

In 1991, at the age of 70 years old, Paul was alive when on November 7th, legendary basketball player Magic Johnson announced that he had HIV. In 1991, the public was confused about the difference between HIV and AIDS (HIV is a virus that can lead to AIDS) and there was little treatment for either. Most thought that Johnson would die within a year or so. Also, the transmission of AIDS wasn't understood so he had to retire from basketball. Magic Johnson is still alive and well.
