He spent his early life in East Pike Run, Washington, Pennsylvania, USA and on September 27, 1933 he married Dora Harris (born 1915) in Washington, Pennsylvania, USA. Together they had multiple children including Barry L Nochta (1942-2019), Jack, Irma, William, and Richard Nochta. Paul served in the United States Army from March 22, 1945 until December 16, 1945.

In 1934, at the age of 22 years old, Paul was alive when on July 22nd, gangster John Dillinger was killed in Chicago. His gang had robbed banks and police stations, among other charges, and he was being hunted by J. Edgar Hoover, head of the FBI - although many in the public saw him as a "Robin Hood". A madam from a brothel in which he was hiding became an informer for the FBI and, after a shootout with FBI agents, Dillinger was shot and died.
