He had siblings William, Charley, Marguerite, Frank, Louis, Milton, Dorothy, and Lula Tierney. He was born in Baltimore, Maryland, USA and grew up in Washington, District of Columbia. In the 1930's he moved to Boulevard Heights, Prince George's, Maryland. Paul worked as a machinist and was married to Florence Katherine Pritchard (1889-1960). Together they had children Paul Nicholas Tierney Jr. (1921-1994), Albert Lister Tierny (1922-1922), Milton Henry Tierney (1923-2011), Phillip Erle Tierney (1925-1967), and Robert Warren Tierney (1929-1986).

His father William was born on January 8, 1860 in Maryland and grew up in Baltimore, MD. He married Catherine on December 31, 1889 in Baltimore. They moved to Washington, District of Columbia and he worked as an Engineer Machinist. He passed away on January 30, 1947. His mother Catherine was born on May 10, 1872 in Baltimore, Maryland and grew up there. Both of her parents were also born and raised in Maryland. After getting married in 1889, they moved to Washington, District of Columbia and raised their family. She passed away there on December 23, 1949.
