Noel Penelope Bartley was born to Richard Thorpe Bartley (born 1888) and Phyliss Cook (born 1890), and had a brother Edward B. Bartley (born 1919). She was an actress and was the first wife of English actor Leslie Phillips from 1948 until 1965. They had four children together. She was best known for ITV Play of the Week (1955), Quinney (1948), and The Big Chance (1957).
