In 1864, in the year that Penny Jones was born, on April 22nd, the Coinage Act of 1864 was passed by Congress. It mandated that "In God We Trust" was to be placed on all United States coins and created a 2 cent coin. Later - in 1956 - "In God We Trust" replaced "E Pluribus Unum" - which means out of many, one - as the national motto.

In 1913, at the age of 49 years old, Penny was alive when the 17th Amendment, establishing the direct election of U.S. Senators, was adopted. Previously, Senators were elected by state legislatures. As early as 1826, a call to elect senators through popular vote was championed and previous to the 17th amendment, two states had already changed their process. Governors are still able to appoint senators to vacant seats until an election can be held.
