In 1916, in the year that Phelps C Campbell was born, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.
Did you know?
In 1921, Phelps was just 5 years old when on November 11th, the first burial was held at the Tomb of the Unknown Soldier in Arlington National Cemetery. The body of an unknown soldier - selected by Army Sgt. Edward F. Younger who was highly decorated for valor and received the Distinguished Service Cross in "The Great War" - was brought back from France (World War 1) and placed in the newly completed tomb. President Warren G. Harding officiated at the interment ceremonies.
