In 1916, in the year that Philip R Becker was born, suffragette Jeannette Pickering Rankin became the first woman elected to the House of Representatives as a Representative at large from Montana. She was the first woman to hold an elected Federal office. Holding the office for two years, she ran again in 1940 and served another two year term. Montana had granted women unrestricted voting rights in 1914, 6 years before women got the vote nationally.

In 1920, at the age of merely 4 years old, Philip was alive when in September, a bomb exploded in the J.P. Morgan bank building in New York City, killing 30 people immediately - 8 later died due to their injuries - and injuring another 200. Killing more people than the 1910 bombing of the LA Times (the deadliest terrorist act up until then), no one took responsibility and the perpetrators were never found. Italian anarchists were suspected of the bombing.
