Col. was born in 1879 in Hythe, Kent County, England United Kingdom to Thomas Guppy Sarsfield Hall and Charlotte (Sangar) Hall, and had siblings Robert Hall, Kathleen Hall, Hilda Hall, and Madeline Hall. Philip Hall married Elizabeth Maud (Edgar-Glennie) Hall, and died at age 42 years old in 1922.

In 1895, at the age of 16 years old, Philip was alive when on March 15th, in County Tipperary, Ireland, Michael Cleary killed his wife of 8 years, Bridget, and burned her body. His defense was that his "wife" was a changeling that was left in his real wife's place when she was abducted by fairies. He was nonetheless convicted and imprisoned for manslaughter. He spent 15 years in prison.
