Phillip lived in the Northshore/Channelview/CE King area as a child. His parents were divorced in 1979. He lived with his aunt and uncle, John (Phillip's dads' brother) and Connie Rankin, for a few years as well.

    Phillip married Penny Norton on April 07, 2001, in Houston, Texas Harris County. Together they have one child Jesse Rankin. Phillip and Penny live in Crosby, Texas in the Spanish Cove subdivision. Their son attends Huffman ISD.
