In 1920, in the year that Policarpi Morales was born, the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.

In 1945, this person was 25 years old when on April 12th, President Franklin D. Roosevelt died of a cerebral hemorrhage in Warm Springs, Georgia. At 1p, he was sitting for a portrait when he complained that he had a "terrific pain" in the back of his head and collapsed. A doctor was summoned and the doctor gave him a shot of adrenaline into his heart. It didn't help and he was pronounced dead at 3:30 p.m. A slow moving train took him back to Washington D.C. while thousands of mourners lined the tracks. He was buried at his home in Hyde Park, New York.
