Chalerm was born 3rd generation of the descandants of H.R.H. Prince Phanomvan who was a son of H.M. King Phra Buddha Loetla Nabhalai (Rama II) of the Chakri dynasty of the Kingdom of Thailand.
Lt. Chalerm Phanomvan held a Royal Descendant title of Mom Luang (M.L.) and a title of Peerage of Civil and Military as a Luang which conferred to commissioned officers who served as Junior Level, and Chancellor of Royal Office. His full title of Peerage was "Luang Skolmontien".
