Raymond Joseph Guckenberger was born on February 28, 1933 in Amityville, New York United States to Heinrick August Guckenberger and Anna Maria (Donovan) Guckenberger, and has a brother Henry C Guckenberger. He married Nancy Ann Guckenberger on November 28, 1959 in Hempstead, Nassau County, and they were married until Nancy's death on January 15, 2011. Raymond Guckenberger has children Dorothy Ann Guckenberger, Raymond H Guckenberger, Mark Edward Guckenberger, and Donna Marie Guckenberger.

In 1933, in the year that Raymond Joseph Guckenberger was born, Frances Perkins became the first woman to hold a cabinet-level position, appointed by President Roosevelt to serve as Secretary of Labor. She told him that her priorities would be a 40-hour work week, a minimum wage, unemployment compensation, worker’s compensation, abolition of child labor, direct federal aid to the states for unemployment relief, Social Security, a revitalized federal employment service, and universal health insurance. President Roosevelt approved of all of them and most them were implemented during his terms as President. She served until his death in 1945.
