In 1907, in the year that Raymond Werst was born, in October, over a 3 week period, the New York stock exchange fell almost 50% from the previous year's high mark. Public panic ensued and there were runs on banks since the U.S. was in the middle of a recession. J.P. Morgan offered his own fortune to back the banks and he was followed by other financiers. This temporarily shored up the banking system, stopping the immediate panic. All of this led to the creation of the Federal Reserve.

In 1913, by the time he was merely 6 years old, the 17th Amendment, establishing the direct election of U.S. Senators, was adopted. Previously, Senators were elected by state legislatures. As early as 1826, a call to elect senators through popular vote was championed and previous to the 17th amendment, two states had already changed their process. Governors are still able to appoint senators to vacant seats until an election can be held.

In 1930, at the age of 23 years old, Raymond was alive when as head of the Motion Picture Producers and Distributors of America, William Hays established a code of decency that outlined what was acceptable in films. The public - and government - had felt that films in the '20's had become increasingly risque and that the behavior of its stars was becoming scandalous. Laws were being passed. In response, the heads of the movie studios adopted a voluntary "code", hoping to head off legislation. The first part of the code prohibited "lowering the moral standards of those who see it", called for depictions of the "correct standards of life", and forbade a picture from showing any sort of ridicule towards a law or "creating sympathy for its violation". The second part dealt with particular behavior in film such as homosexuality, the use of specific curse words, and miscegenation.

In 1960, at the age of 53 years old, Raymond was alive when on May 1st, an American CIA U-2 spy plane, piloted by Francis Gary Powers, was shot down by a surface-to-air missile over the Soviet Union. Powers ejected and survived but was captured. The U.S. claimed that the U-2 was a "weather plane" but Powers was convicted in the Soviet Union of espionage. He was released in 1962 after 1 year, 9 months and 10 days in prison.

In 1982, in the year of Raymond Werst's passing, on June 30th, time ran out on the Equal Rights Amendment (ERA). The Amendment had only received 35 of the necessary 38 state ratifications. First sent to the states in 1972, the Amendment stated that "Equality of rights under the law shall not be denied or abridged by the United States or by any State on account of sex".
