In 1917, in the year that Richard B Page was born, the U.S. Virgin Islands were purchased from Denmark in January. While they are U.S. citizens, Virgin Islanders are ineligible to vote for the President of the United States.

In 1921, Richard was merely 4 years old when in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

In 1960, by the time he was 43 years old, on May 1st, an American CIA U-2 spy plane, piloted by Francis Gary Powers, was shot down by a surface-to-air missile over the Soviet Union. Powers ejected and survived but was captured. The U.S. claimed that the U-2 was a "weather plane" but Powers was convicted in the Soviet Union of espionage. He was released in 1962 after 1 year, 9 months and 10 days in prison.

In 1970, he was 53 years old when on May 4th, four students at Kent State University in Ohio were shot and killed by National Guardsmen. The students were at a peaceful demonstration protesting the invasion of Cambodia by US forces. There had been precedent for the killing of American college students. The previous year, on May 15th, Alameda County Sheriffs used shotguns against U.C. Berkeley students at a protest for People's Park. One student died, one was blinded, 128 were injured.

In 1991, in the year of Richard B Page's passing, on January 16th, Allied forces began the first phase of Operation Desert Storm. Saddam Hussein's forces had previously invaded the sovereign state of Kuwait and the focus of the operation was to remove his Iraqi troops from Kuwait. On February 24th, the ground war began. Within 100 hours, American ground troops declared Kuwait liberated.
