In 1865, in the year that Richard Carnell was born, on April 9th, Confederate Army General Robert E. Lee surrendered to the Union Army at Appomattox Court House. Lee's surrender led to a series of surrenders in the Confederacy and in 1866 President Johnson issued a "Proclamation—Declaring that Peace, Order, Tranquility, and Civil Authority Now Exists in and Throughout the Whole of the United States of America".

In 1866, in the year of Richard Carnell's passing, on April 10th, the American Society for the Prevention of Cruelty to Animals - the ASPCA - was created. New Yorker Henry Bergh was the first President of the Society and the leader in its creation. He later formed the Massachusetts Society for the Prevention of Cruelty to Children.
