In 1923, in the year that Richard Devine was born, on November 8th and 9th, Adolf Hitler and his followers (the early Nazi party) staged the "Beer Hall Putsch" in Munich in an attempt to take over Bavaria (a state in Germany). They failed. Hitler was charged with treason and convicted, receiving a sentence of 5 years. He served under 1 year in jail.

In 1944, Richard was 21 years old when on November 7th, Franklin Delano Roosevelt was reelected to a fourth term as President of the United States. Running against Thomas Dewey, Governor of New York, Roosevelt won 53.4 of the popular vote, Dewey got 45.9%.

In 1951, he was 28 years old when on February 27th, the 22nd Amendment to the US Constitution (which limited the number of terms a president may serve to two) was ratified by 36 states, making it a part of the U.S. Constitution. The Amendment was both a reaction to the 4 term Roosevelt presidency and also the recognition of a long-standing tradition in American politics.

In 1963, at the age of 40 years old, Richard was alive when the British Secretary of War, 46 year old John Profumo ,was forced to resign when he lied about an affair with 19 year old Christine Keeler. Keeler was also involved with the Soviet naval attaché and charges of espionage were feared. No proof of spying was ever found.

In 1982, in the year of Richard Devine's passing, on June 30th, time ran out on the Equal Rights Amendment (ERA). The Amendment had only received 35 of the necessary 38 state ratifications. First sent to the states in 1972, the Amendment stated that "Equality of rights under the law shall not be denied or abridged by the United States or by any State on account of sex".
