In 1935, in the year that Richard E Mather was born, the BOI's name (the Bureau of Investigation) was changed to the FBI (Federal Bureau of Investigation) and it officially became a separate agency with the Department of Justice. J. Edgar Hoover, the Chief of the BOI, continued in his office and became the first Director of the FBI. The FBI's responsibility is to "detect and prosecute crimes against the United States".

In 1950, Richard was merely 15 years old when in February, Joe McCarthy gave a speech alleging that he had a list of "members of the Communist Party and members of a spy ring" who worked in the State Department. He went on to chair a committee that investigated not only the State Department but also the administration of President Harry S. Truman, the Voice of America, and the U.S. Army for communist spies - until he was condemned by the U.S. Senate in 1954.

In 1979, Richard was 44 years old when on March 28th, a partial nuclear meltdown occurred at the power plant at Three Mile Island Pennsylvania. Radiation leaked into the environment, resulting in a rating of 5 on a scale of 7 ("Accident With Wider Consequences") . It ended up costing $1 billion to clean up the site.

In 1983, at the age of 48 years old, Richard was alive when on August 30th, the Soviet Union claimed that a South Korean Boeing 747 jetliner (Flight 007), bound for Seoul from New York City, had strayed into Soviet airspace. Saying that they believed it to be a U.S. spy plane, the passenger jet was shot down by a Soviet SU-15 fighter - after it had tracked the airliner for two hours. All 269 passengers (including a U.S. Representative from Georgia) and crew were killed.

In 1999, at the age of 64 years old, Richard was alive when the fear that Y2K (year 2000) would cause the failure of computers worldwide when clocks didn't properly update to January 1st, 2000 became near panic. While some computer systems and software did have problems, the panic was unfounded and computer life went on.
