In 1919, in the year that Richard Lap was born, in January, Nebraska was the 36th state to ratify the 18th Amendment, making it the law of the land. The 18th Amendment established Prohibition - a law against the production, transport, and sale of alcohol. Private consumption and possession were not prohibited. Several months later, the Volstead Act was passed, creating laws to enforce the Amendment. Bootlegging and bathtub gin followed.

In 1949, when he was 30 years old, on April 4th, NATO (the North Atlantic Treaty Organization) was established. Twelve nations originally signed the North Atlantic Treaty - the United States, Great Britain, France, Belgium, the Netherlands, Denmark, Italy, Luxembourg, Norway, Iceland, Canada, and Portugal. Greece, Turkey, and West Germany later joined. Today, there are 26 nations in NATO.

In 1958, Richard was 39 years old when on January 31st, Explorer I, the United States' answer to Sputnik I (and 2,) was launched. America had entered the Space Race. The first spacecraft to detect the Van Allen radiation belt, it remained in orbit until 1970.

In 1967, at the age of 48 years old, Richard was alive when on November 7th, President Johnson signed legislation passed by Congress that created the Corporation for Public Broadcasting (CPB), which would later become PBS and NPR. The legislation required CPB to operate with a "strict adherence to objectivity and balance in all programs or series of programs of a controversial nature".

In 1987, in the year of Richard Lap's passing, was the first time that a criminal in the United States - a serial rapist - was convicted through the use of DNA evidence.
