In 1929, in the year that Richard Niver was born, American Samoa officially became a U.S. territory. Although a part of the United States since 1900, the Ratification Act of 1929 vested "all civil, judicial, and military powers in the President of the United States of America".

In 1936, at the age of only 7 years old, Richard was alive when on November 3rd, President Franklin Delano Roosevelt was reelected to a second term. He ran against Republican Governor Alf Landon (Kansas), defeating Landon in the popular vote by 60.8% to 36.5%. Vermont and Maine were the only two states in which Landon won. John Nance Garner IV became the Vice-President in this election.

In 1941, at the age of only 12 years old, Richard was alive when on June 25th, President Roosevelt signed Executive Order 8802, prohibiting racial discrimination in the defense industry. EO 8802 was the first federal action to prohibit employment discrimination - without prejudice as to "race, creed, color, or national origin" - in the U.S. Civil Rights groups had planned a march on Washington D.C. to protest for equal rights but with the signing of the Order, they canceled the March.

In 1959, Richard was 30 years old when on January 3rd, Alaska became the 49th state of the United States and the first state not a part of the contiguous United States. The flag was changed to display 49 stars.

In 1963, in the year of Richard Niver's passing, on November 22nd, Vice President Lyndon B. Johnson became the 36th President of the United States when President John Kennedy was shot and killed in Dallas, Texas. Johnson was sworn in on the plane carrying Kennedy's body back to Washington D.C.
